Town owned foreclosure... can I negotiate the price?

I’ve found a property I’m interested in that is a town owned foreclosure due to the previous owner’s passing. This house has sat vacant for almost 10 years. Can I negotiate the price? Or is it a lost cause?

Yup. Offer what you want. Usually, it’s a sealed bid process (in my parts anyway). That said, the price could be reflective of the neglect and attractive enough to buy assuming it needs work. Worst case, they laugh and say no.
